Victoria Mboko was born in Charlotte, North Carolina, to parents who had fled political unrest in the Democratic Republic of the Congo. Her father, Cyprien Mboko, and mother, Godee Kitadi, made the courageous decision to leave their homeland in search of safety and opportunity. Their journey took them first to Montreal, where Godee arrived while pregnant with their third child, David, and later to North Carolina, where the family settled before eventually moving to Toronto.

Cyprien admired tennis from afar and believed it could be a healthy outlet for his children. Though he never played professionally, he introduced the sport to his family with enthusiasm. Godee, meanwhile, pursued her education and earned an accounting degree in Montreal. Together, they nurtured a household where tennis became more than just a pastime—it became a shared pursuit.

Victoria is the youngest of four siblings, all of whom embraced tennis. Her sister Gracia earned a scholarship to the University of Denver, while her brother Kevin played at Edinboro University.
