Roger Federer was never too enthusiastic to play the Davis Cup because it was clashing with his calendar. As we all know, the competition will undergo a huge overhaul with a completely different format and apparently Roger, and other players are not very keen on being part of it.
The new Davis Cup will commence November the 22th (2019) soon after the ATP season has concluded. The actual format is a bit unclear, but there is widespread sensation that it is going to resemble more as a glorified exhibition (not nice for an event with such a strong tradition).
Why Federer is not going to play
In the recent past, Roger has already expressed his aversion to the new format, and in Shanghai, he confirmed that most probably he won’t play to say
“No, I highly doubt [I will play]. We’ll see what happens. I don’t think this was designed for me anyhow. This was designed for the future generation of players.”

Why Djokovic is not going to play
Noel was a bit more enthusiastic than Roger about playing the “old Davis Cup,” but now he sees also a clash with the new ATP World Team Cup that will commence at the beginning of 2020.
The Serbian commented “I just feel like the date of the Davis Cup is really bad, especially for the top players. Between the two, I will prioritize the World Team Cup because that’s a competition of ATP.
But also, I think, and I hope that there will be a larger discussion between the players to understand how we are going to approach these two competitions.”
